Blair, Feb 06: The Deputy Director (Malaria), Directorate of Health Services
has circulated a memo on 29/01/2019 among the probable workers for appearing
before the Interview Board at 3.00 pm on 13/01/2019, under the zone of
consideration for promotion to the post of Malaria Inspector, and list of 9
names i.e. Karunanithi (Insect Collector), Nabore (Surveillance Worker), Robert
(SW), Krsihna Das (SW), Sabbir Mehmood (SW), T.A. Hunais (SW), N. Abdul Gafoor (SW), R. Sekhar (SW),
and P. Zubair (SW) were proposed for the same in that memo, but some proposed
names in the year 2017 was removed, reasons best known the Directorate of
Health.
The
names of 6 who are already in 2017 proposed list were removed from the latest
one are Gauranga Biswas (Insect Collector), Amjad Khan (SW), Prem Kumar (SW),
Shabir Mehmood (SW), Raghu Ram (SW), Dipankar Das (SW).
As
per reliable sources, it is come to the notice that, the workers will have to
face ten questions and if any answered four correct out of ten will be declared
as selected for promotion or elevated to the post of Malaria Inspector by the
interview board. The educational qualification for the post of Malaria/ Filaria
Inspector as per RR 04/06/2013 is 12 pass with Science Stream from recognized
board/ institute is essential, and degree from any recognized university/
college is desirable.
In
case of recruitment by promotion/ deputation/ absorption, grades from which
promotion, deputation/ absorption is to be made, as per Ministry of DoPT, New
Delhi Office Memorandum issued on 09/10/2015 and again on 13/04/2017 says that
the interview for junior level post has remain discontinued for any mode of
appointment i.e. Promotion, Deputation, Direct Recruitment etc. up to the level
of Group B.
But,
as per Extraordinary Amendment Notification of A&N Administration dated
03/12/2015 made by the Lieutenant Governor (Administrator), A&N Islands to
the A&N Administration (Group 'C' Non-Gazetted, Non-Ministerial) post of
"Malaria/ Filaria Inspector" in the Directorate of Health Services,
RR - 2013.
Accordingly,
from amongst Insect Collector in the PB-1 Rs.5200-20200 plus Grade Pay of
Rs.1900 with 8 (Eight) years regular service in the grade working in the
NVBDCP, failing which; from amongst Surveillance Workers in the PB-1
Rs.5200-20200 plus Grade Pay of Rs.1800 having 11 (Eleven) years regular
service in the grade working in the NVBDCP, and in note it is further says, the
Insect Collector/ Surveillance Worker should have 10th pass certificate for
consideration for promotion.
However,
prominent citizens says, it looks like manipulation in the RR which hints an
absolute unlawful and unjust especially in the wake of Government of India's
stand for rooting out the corruption by any means in the offices of Government
of India.
The
State President, All India Hindustan Congress Party in his letter to the Chief
Secretary on 12/12/2018 also requested to take cognizance suitably and direct
the concerned authority to re-examine RRs of MI/FI and necessary amendment.
Hence,
people demands a review in selection process of Insect Inspector/ Surveillance
Worker for the post of Malaria/ Filaria Inspector by DPC and hold the interview
of 13/01/2019.
