ORDER No. 412
It is
brought to the notice of the general public that the World Health Organization
has declared the recent Novel Corona Virus (COVID-19) as a Pandemic. Till date,
it has affected more than 166 countries including China, USA, Germany, Italy,
United Kingdom and Japan among others. Worldwide, a total of 207,860 cases and
8,657 deaths have been reported so far. In India a total of 166 cases have come
positive so far. The infection is known to spread through droplets generated by
coughing and sneezing of an infected individual or through prolonged contact
with an infected individual.
The Government of India has been issuing various
advisories, instructions and orders etc. to contain the spread of Novel Corona
Virus (COVID-19) in the nation. These include restrictions on international
passenger traffic, advisory on maintaining social distancing measures amongst
the members of the public etc.
With a view to safeguard Public Health and in the
interest of Public Safety and in order to prevent any outbreak of the disease
in the South Andaman District, I Abhishek Dev, District Magistrate, South
Andaman, in exercise of the powers vested in me u/s 144 of the Cr. P.C., do
hereby direct the following:-
1. All Shops and establishments to be shut with
effect from midnight of 19th March, 2020, except the following:-
a. Chemist and pharmacy shops,
b. Grocery/Kirana shops.
c. Milk Shops/Bakeries.
d. Vegetable/Fruit/Meat Shops.
e. Fuel Stations of ANIIDCO.
The
establishments listed above shall strictly follow the norms of Social
distancing of maintaining a distance of atleast 1 (one) meter from a
person, as stipulated by the Ministry of Health and Family Welfare,
Government of India, maintaining proper queue system outside the premises.
2. All
private offices to be shut with effect from the midnight of 19th March, 2020.
However, cable TV operators, DTH operators, Telecom service providers shall be
allowed to run their operations strictly complying with the norms of social
distancing of maintaining a distance of at least 1(one) meter from a person, as
stipulated by the Ministry of Health and Family Welfare, Government of India.
3. All
public places of worship like Temples, Mosques, Churches, Gurudwaras etc. shall
keep their activities to a bare minimum and strictly follow norms of social
distancing of maintaining a distance of at least 1(one) meter from a person, as
stipulated by the Ministry of Health and Family Welfare, Government of India,
maintaining proper queue system outside the premises and not allowing more than
4 persons at a time, inside the premises.
4. The
operations of the government departments of the Andaman and Nicobar
Administration shall be governed on the basis of the directions of the General
Administration Department, Andaman and Nicobar Administration, as issued from
time to time. The Central Government Departments (including BSNL/CPSUs) shall
operate based on the directions of the Department of Personnel and Training,
Government of India or the concerned department. However, all government
departments/CPSUs shall strictly abide by the norms of Social distancing by
maintaining a distance of at least 1(one) meter from a person, as stipulated by
the Ministry of Health and Family Welfare, Government of India.
5. All
Banks/ATMs functioning in the district shall only provide essential services to
the customers and shall strictly abide by the norms of Social distancing by
maintaining a distance of at least 1(one) meter from a person, as stipulated by
the Ministry of Health and Family Welfare, Government of India, having a proper
queue system and not allowing more than 4 customers at a time, inside the
premises.
6. The
order does not cover the operations and functioning of the Hon'ble Courts,
located in the District.
7. The general public is directed to refrain from
making non-essential travel and trips outside their residence, except for
essential/ emergency needs.
And
Whereas, this order shall come in force in the South Andaman District from the
Midnight of 19th March, 2020 and shall be effective till the midnight of 26th
March, 2020.
And
Whereas, in view of the emergent circumstances, this order is being issued
ex-parte and is addressed to the public in general. This order shall be
promulgated in the South Andaman District by announcement through publicity
vans and affixing of copies thereof at notice boards of the Office of the
District Magistrate/Sub-Divisional Magistrates/Tehsildars as well as public
places of prominence, and publication in the newspapers having circulation in
the district.
Any disobedience of the above order shall invite
penal action u/s 188 of Indian Penal Code, 1860, against the violator(s).
