Public advised to comply with all directions issued regarding COVID-19 Lockdown

SHOs authorized to act as complainants on behalf of Disaster Management Authority

Port Blair, Apr 4: Keeping in view the global experiences of countries which have been successful in containing the spread of COVID-19, the NDMA in its order dated 24th March 2020 has issued directions to all state UTs to take to prevent spread of COVID-19 and Ministry of Home affairs has subsequently given guidelines for enforcing lockdown.
    The Lt. Governor, A&N Islands under Section 60 of the Disaster Management 2005, has now authorized the concerned SHOs of the respective Police stations to act as a complainant on behalf of the UT Disaster Management Authority (DMA).
As per Section 51 of the Act, anybody who refuses to comply with directions given below on behalf of Central Government or UT Administration can be punished with a term of upto 1 year with or without fine and if such refusal leads to loss of lives or danger thereof, punishment can be extended to 2 years. Hence, the public have been advised to comply with all directions issued regarding COVID-19 lockdown including guidelines for home quarantine, staying indoors, not hoarding or black marketing essential goods etc.
    As per Section 54 of the Act, anybody who makes or circulate a false alarm or warning about a disaster, leading to panic, may be punished with imprisonment of 1 year or with fine. Hence people have been advised not to circulate any misinformation regarding COVID-19 by any source including making or circulating messages on social media.
    Anybody who makes a false claim for obtaining relief or assistance can also be punished with an imprisonment of upto 2 years and also with fine, as per Section 52 of the Act. Hence the public is hereby advised to make only genuine claims for obtaining any relief or assistance from the administration.
    The fight against this global pandemic needs coordinated efforts of Government as well as public and the administration hereby requests full cooperation of public in this regard. The concerned SHOs have been directed to ensure the safety requirement/ Rules are complied.
