Control Room set up in PBMC office to address grievances relating to water supply through tankers



   Port Blair, Mar 25: A Control Room has been set up in PBMC office to address the grievances relating to water supply through tankers. The Control Room will function from 6 am to 6 pm on all days. The Contact Number of the Control Room is 245798. People can contact the control room and register their request for supply of water which will be attended by the PBMC/APWD based on the area jurisdiction. The In-charge of the Control Room Shri Ashok Anand can also be contacted on Mobile No. 9933219260 for water supply issues.
    In order to ensure water supply to the needy areas, Port Blair Municipal Council has deployed 5 tankers and APWD has deployed another 23 tankers to supply water to various areas throughout the day. Through deployment of these tankers, 4 lakh litres of water are being supplied every day.

Port Blair, Mar 25: The President of India has imposed a uniform ban on fishing by all fishing vessels in the Indian Exclusive Economic Zone (EEZ) beyond territorial waters on the East Coast including Andaman & Nicobar Islands and West Coast including Lakshadweep Islands as per period mentioned below for conservation and effective management of fishery resources and also for sea safety reasons:
East Coast-from 15th April to 14th June 2020 (both days inclusive) (61 days) West Coast-from 1st June to 31st July 2020 (both days inclusive) (61 days) The traditional non-motorized units shall be exempted from this uniform fishing ban imposed in the Indian EEZ beyond territorial waters, an order to this effect issued by Shri Yoginder Kumar, Under Secretary to the Government of India said.

Advisory: Issuance/renewal of license for fishing boats suspended

Port Blair, Mar 25:  In continuation to the advisory issued by the Directorate of Fisheries dated 17.03.2020 and in view of the several advisories issued by the A&N Administration, to contain the spread of Novel Corona Virus (COVID-19), the issuance/renewal of license of fishing boats for the year 2020-21 shall remain suspended till April 30, 2020. 

COVID-19: All existing licenses & registrations issued by Departments extended till 30th April


Port Blair, Mar 25:       As   a   mark   of   precaution   in   the wake of the threat from the Novel Coronavirus Disease (COVID-19), various directives have been issued to all concerned for strict implementation of lockdown in A&N Islands, which will be in force till 14th of April, 2020.      
      Some of the licenses and registrations issued by various Departments under A&N Administration to various persons, authorities, establishments etc. may get expired during the lock down period or soon thereafter. In order to remove any difficulty to common people, it has been notified that all the existing licenses and registrations issued by all the Departments under A&N Administration, getting expired till 30th April, 2020 shall be deemed to have been extended till 30th April, 2020.
      It has also been clarified that automatic renewal of the licenses and registrations, however shall not empower any persons or establishment to perform any act on the basis of such licenses and registrations in contravention of various orders issued by all the Departments of A&N Administration implementing lockdown period regarding COV1D-19.

Chief Secretary issues various directives to be implemented in A&N Islands for a period of 21 days

Governments and State/ Union Territory Authorities to take effective measures to prevent the spread of COVID-19

Port Blair, Mar 25: In exercise of the powers under Section 6(2)(i) of the Disaster Management Act, 2005, the National Disaster Management Authority (NDMA) has issued an Order directing the Ministries/ Departments of Government of India, State/ Union Territory Governments and State/ Union Territory Authorities to take effective measures so as to prevent the spread of COVID-19 in the country which has already been declared as a pandemic by the World Health Organization. Experts, keeping in view the global experiences of countries which have been successful in containing the spread of COVID-19 unlike some others where thousands of people died have recommended that effective measures for social distancing should be taken to contain the spread of this pandemic.  
Consequent upon this, the Chief Secretary, A&N Administration, Shri Chetan B. Sanghi has ordered that the following directions will be applicable throughout the State with immediate effect from 25th March, 2020 for a period of 21 days. The directions to be implemented are:
·        Offices of the Government of India, its Autonomous/ Subordinate Offices and Public Corporations shall remain closed.          Exceptions: Defence, Central Armed Police Forces, Treasury, public utilities (including petroleum, CNG, LPG, PNG), Disaster Management, Power generation and transmission units, Post Offices, National Informatics Centre, Laboratories, Early Warning Agencies.
·        Offices of the A & N Administration, its Autonomous Bodies, Corporations, etc. shall remain closed.
 Exceptions: Police, Home Guards, Civil Defence, Fire and Emergency services, Disaster Management and Prisons, District Administration and Treasury, Electricity, Water And Sanitation, Municipal / Local bodies - only staff required for essential services like sanitation, personnel related to water supply etc., Health. Transport, Shipping, ANIIDCO (only essential services).
     The offices mentioned above shall work with minimum number of employees. All other offices may continue to work-from-home only as per the guidelines and instructions of the Department of General Administration, A&N Administration.
·        Government Hospitals and all related government medical establishments, including their manufacturing and distribution units, such as dispensaries, chemists and medical equipment shops, laboratories, clinics, nursing homes, ambulances, etc. shall continue to remain functional. The transportation of all government medical personnel, nurses, para-medical staff, other hospital support services shall be permitted. All private hospitals and private clinics shall be shut down.
 Exceptions: In-patient wards catering to the patients already admitted shall remain functional with the required bare minimum staff.
·        All commercial and private establishments, including all construction works, shall be closed down.
Exception: Banks and ATMs - only staff required for essential services shall be utilized and as far as possible, to work from home, print and electronic media, telecommunications, internet services, broadcasting and cable services, IT and IT-enabled services only (for essential services) and as far as possible, to work from home, delivery of all essential goods, including food/ ration items, LPG cylinders, pharmaceuticals and medical equipment, ANIIDCO Petrol Pumps, APWD Fuel Bunks, EHL pumps in Nicobars, Sherryl Auto (Fuel Station) Nimbutala (N&MA district), cold storage and warehousing services,  private security services.
·        Industrial Establishments shall remain closed.
Exceptions:  Manufacturing units of essential commodities, production units, which require continuous process, after obtaining required permission from the District Administration.
·        All transport-services - air, road and waterways - shall remain suspended.
Exceptions: Transportation for essential goods only, including water tankers, Fire, law and order and emergency services, movement of airport and airline staff and crew for maintaining specific minimum facilities/ services, public transport with a maximum of 15 persons in a bus, ferry services to ferry passengers at 50% capacity, these will transport staff on duty only/ engaged in essential services/exempted activities, Helicopter/ Dornier service for emergency cases only, Government vehicles assigned to Departmental Secretaries/ HoDs,   Government/ private vehicles attached with the District Administration, Ambulances, operational vehicles of the Health Department, Hearse vehicles, Sanitation and Conservancy vehicles, any other vehicles allowed by the A&N Administration.
·        Hospitality services to remain suspended.
 Exceptions: Establishments used for quarantine facilities, at the time of actual use only.
·        All educational, training, research, coaching and tuition classes etc. shall remain closed.
·        All places of worship shall be closed for public. No religious congregations will be permitted, without any exception.
·        All social/ political/ sports/, entertainment/ academic/ cultural/ religious functions/ gatherings shall be barred.
·        In case of funerals, congregation of not more than twenty persons shall be permitted. These shall strictly follow the norms of social distancing of maintaining a distance of at least 1 meter from each other, as prescribed by the Ministry of Health and Family Welfare, Govt. of India.
·        All persons who have arrived into India after 15.02.2020 and all such persons who have been directed by the health care personnel, to remain under strict home/ institutional quarantine for a period as decided by local Health Authorities, failing which they will be liable to legal action under Sec. 188 of the IPC.
·        Wherever exceptions to above containment measures have been allowed, the organizations/ employers must ensure necessary precautions against COVID-19 virus, as well as social distance measures, as advised by the Ministry of Health and Family Welfare, Govt. of India from time to time.
·        In order to implement these containment measures, the District Magistrates will deploy Executive Magistrates who will be responsible for the overall implementation of these measures in their respective jurisdictions. All other line department officials in the specified area will work under the directions of such Executive Magistrates. The A&N Administration will authorize specific Officers to issue passes for enabling essential movements as explained. The passes for the Executive Magistrates and Officers   under   the   District   Administration   shall   be   issued   by   the   Deputy Commissioners.
·        All enforcing authorities to note that these, strict restrictions fundamentally relate to movement of people, but not to that of essential goods.
·        The District Magistrates will in particular ensure that all efforts for mobilization of resources, workers and material for augmentation and expansion of hospital infrastructure shall continue without any hindrance.

·        Any person violating these containment measures will be liable to proceeded against as per the provisions of Sections 51 & 60 of the Disaster Management Act, 2005, besides legal action under Section 188 of the IPC.

The above containment measures will remain in force, in all parts of the A&N Islands, for a period of 21 days with effect from 25.03.2020, the order to this effect issued by the Chief Secretary added.



21 days lockdown: People in home isolation asked to stay indoors: strict action against defaulters


Port Blair, Mar 25: The Prime Minister, Shri Narendra Modi has called for a nationwide lockdown for the next 21 days from the midnight of March 24, in an effort to contain the COVID -19 pandemic. The National Disaster Management Authority has issued the directions to all states/UTs to take effective measures to prevent the spread of COVID-19 and the National Disaster management executive committee has issued guidelines to be observed during these 21 days with directions for their strict implementation. It categorically allows only the bare minimum of services and people to move outside their homes, only for providing essential or emergency services.
As part of these measures, 1586 people who have arrived from mainland have been put under mandatory isolation of 14 days. All these people are hereby requested to cooperate fully and refrain from venturing out of their houses or come in contact with people within their home. All the houses under quarantine are being marked and the community is being involved in ensuring that home quarantine is being complied with.
Special teams have been constituted by the Deputy Commissioner, South Andaman for tracking all the people under home quarantine. Any persons found violating their mandated quarantine are strictly being proceeded against. On the 24th of March, legal action was taken against 03 persons found outside their homes. Further on the 25th of March, FIR was lodged against 02 persons from Mithakhari village for the same violation
 The general public is also requested to maintain the lockdown and not leave houses until absolutely necessary. Any person violating the containment measures will be liable to be proceeded against as per the provisions of Section51-60 of the disaster management act apart from legal action under Section 188 of the IPC. Any irresponsible behavior poses a grave danger to community at large. As per the provisions under section 51 b of the Disaster Management Act, refusal to comply with any direction given by the authorities, resulting in loss of lives or imminent danger, will attract punishment to the extent of imprisonment up to 2 years.
 People are requested to avoid visit to hospitals for minor ailments as services of telephonic consultations have been made available by the health department. In view of closure of all shops, a localized ward based doorstep delivery of basic groceries was devised for PBMC which shall start from tomorrow onwards, duly ensuring social distancing.
All the above measures are to minimize the need of people to venture out of their homes.
Lastly, people have been urged to refrain from spreading unverified rumors on social media as they jeopardize the efforts put in for controlling the spread on Corona virus. Social media is an important tool in the fight against this pandemic and its misuse may lead to grave consequences for the society in general and invite penal provisions for the sender.



HOME DELIVERY: Distribution of essential items at door steps; people advised not to gather for collection


Port Blair, Mar 25: As a precaution in the wake of the threat from the Novel Coronavirus Disease (COVID-19), under the aegis of A&N Administration, PBMC is taking initiative to distribute essential to each and every household at their door step under its jurisdiction.  The essential  items,  as a  package, selected  groceries  of minimum requirement and plans to distribute on a cost to cost basis to the households directly by the retailers specifically identified for this purpose. The household requirement shall be conveyed to their respective ward Councillors/Nodal  Officer who  in turn will communicate the same to the retailers and the package containing groceries will be delivered within 24 hrs. The above service will start from 26th March, 2020.
The package costing Rs 875/- contains :

4.     Salt-1/2 Kg
5.     Sooji - 2 Kg
6.     Mix Masala - 1 pkt
7.     Oil (Sunflower) - 1ltr

      The entire process will be completed via SMS/whatsapp and phone calls. This is planned to restrict the public movement and the retailers have been advised to strictly follow the A&N Administration directives in letter and spirit.
   Andaman and Nicobar Administration endeavour is to make delivery of essential commodities at the doorstep of each household, through this mechanism. People are advised not to gather for collection of the same and in case such incidents are noticed, Administration may review the delivery mechanism and may take a call to discontinue.
