NDMA directs Ministries/ Departments of GoI, State/ Union Territory
Governments and State/ Union Territory Authorities to take effective
measures to prevent the spread of COVID-19
Port Blair, Mar 25: In exercise of the powers under Section 6(2)(i) of
the Disaster Management Act, 2005, the National Disaster Management Authority
(NDMA) has issued an Order directing the Ministries/ Departments of Government
of India, State/ Union Territory Governments and State/ Union Territory
Authorities to take effective measures so as to prevent the spread of COVID-19
in the country which has already been declared as a pandemic by the World
Health Organization. Experts, keeping in view the global experiences of
countries which have been successful in containing the spread of COVID-19
unlike some others where thousands of people died have recommended that
effective measures for social distancing should be taken to contain the spread
of this pandemic.
Consequent upon this, the Chief Secretary, A&N
Administration, Shri Chetan B. Sanghi has ordered that the following directions
will be applicable throughout the State with immediate effect from 25th
March, 2020 for a period of 21 days. The directions to be implemented are:

Offices of the
Government of India, its Autonomous/ Subordinate Offices and Public
Corporations shall remain closed. Exceptions: Defence, Central Armed Police
Forces, Treasury, public utilities (including petroleum, CNG, LPG, PNG),
Disaster Management, Power generation and transmission units, Post Offices,
National Informatics Centre, Laboratories, Early Warning Agencies.

Offices of the A
& N Administration, its Autonomous Bodies, Corporations, etc. shall remain
closed.
Exceptions: Police, Home Guards,
Civil Defence, Fire and Emergency services, Disaster Management and Prisons,
District Administration and Treasury, Electricity, Water And Sanitation,
Municipal / Local bodies - only staff required for essential services like
sanitation, personnel related to water supply etc., Health. Transport,
Shipping, ANIIDCO (only essential services).
The
offices mentioned above shall work with minimum number of employees. All other
offices may continue to work-from-home only as per the guidelines and
instructions of the Department of General Administration, A&N
Administration.

Government
Hospitals and all related government medical establishments, including their
manufacturing and distribution units, such as dispensaries, chemists and
medical equipment shops, laboratories, clinics, nursing homes, ambulances, etc.
shall continue to remain functional. The transportation of all government
medical personnel, nurses, para-medical staff, other hospital support services
shall be permitted. All private hospitals and private clinics shall be shut
down.
Exceptions:
In-patient wards catering to the patients already admitted shall remain
functional with the required bare minimum staff.

All commercial
and private establishments, including all construction works, shall be closed
down.
Exception: Banks and ATMs - only staff required for
essential services shall be utilized and as far as possible, to work from home,
print and electronic media, telecommunications, internet services, broadcasting
and cable services, IT and IT-enabled services only (for essential services)
and as far as possible, to work from home, delivery of all essential goods,
including food/ ration items, LPG cylinders, pharmaceuticals and medical
equipment, ANIIDCO Petrol Pumps, APWD Fuel Bunks, EHL pumps in Nicobars,
Sherryl Auto (Fuel Station) Nimbutala (N&MA district), cold storage and
warehousing services, private security
services.
·
Industrial
Establishments shall remain closed.
Exceptions:
Manufacturing units of essential commodities, production units, which
require continuous process, after obtaining required permission from the
District Administration.
·
All
transport-services - air, road and waterways - shall remain suspended.
Exceptions: Transportation for essential goods
only, including water tankers, Fire, law and order and emergency services,
movement of airport and airline staff and crew for maintaining specific minimum
facilities/ services, public transport with a maximum of 15 persons in a bus,
ferry services to ferry passengers at 50% capacity, these will transport staff
on duty only/ engaged in essential services/exempted activities, Helicopter/
Dornier service for emergency cases only, Government vehicles assigned to Departmental
Secretaries/ HoDs, Government/ private
vehicles attached with the District Administration, Ambulances, operational
vehicles of the Health Department, Hearse vehicles, Sanitation and Conservancy
vehicles, any other vehicles allowed by the A&N Administration.
·
Hospitality
services to remain suspended.
Exceptions:
Establishments used for quarantine facilities, at the time of actual use only.
·
All educational,
training, research, coaching and tuition classes etc. shall remain closed.
·
All places of worship
shall be closed for public. No religious congregations will be permitted,
without any exception.
·
All social/
political/ sports/, entertainment/ academic/ cultural/ religious functions/
gatherings shall be barred.
·
In case of
funerals, congregation of not more than twenty persons shall be permitted.
These shall strictly follow the norms of social distancing of maintaining a
distance of at least 1 meter from each other, as prescribed by the Ministry of
Health and Family Welfare, Govt. of India.
·
All persons who
have arrived into India after 15.02.2020 and all such persons who have been
directed by the health care personnel, to remain under strict home/
institutional quarantine for a period as decided by local Health Authorities,
failing which they will be liable to legal action under Sec. 188 of the IPC.
·
Wherever
exceptions to above containment measures have been allowed, the organizations/
employers must ensure necessary precautions against COVID-19 virus, as well as
social distance measures, as advised by the Ministry of Health and Family
Welfare, Govt. of India from time to time.
·
In order to
implement these containment measures, the District Magistrates will deploy
Executive Magistrates who will be responsible for the overall implementation of
these measures in their respective jurisdictions. All other line department
officials in the specified area will work under the directions of such
Executive Magistrates. The A&N Administration will authorize specific
Officers to issue passes for enabling essential movements as explained. The
passes for the Executive Magistrates and Officers under
the District Administration shall
be issued by
the Deputy Commissioners.
·
All enforcing
authorities to note that these, strict restrictions fundamentally relate to
movement of people, but not to that of essential goods.
·
The District
Magistrates will in particular ensure that all efforts for mobilization of
resources, workers and material for augmentation and expansion of hospital
infrastructure shall continue without any hindrance.
·
To reach out to
the public and to receive information/ feedback from them, the A&N

Any person
violating these containment measures will be liable to proceeded against as per
the provisions of Sections 51 & 60 of the Disaster Management Act, 2005, besides
legal action under Section 188 of the IPC.
The above containment measures will remain in
force, in all parts of the A&N Islands, for a period of 21 days with effect
from 25.03.2020, the order to this effect issued by the Chief Secretary added.
